SIMULATION MEDICINE — A STRATEGIC PRIORITY FOR MEDICAL EDUCATION IN UKRAINE UNTIL 2030

Kyiv hosted the International Forum Simulation Technologies in Health Care: Spring Forum 2025, which brought together participants from Ukraine, Europe, the US, and Canada — leading experts in medical education, clinical simulation, digital technologies, and healthcare.

Discussions focused on the role of simulation technologies in training medical professionals during wartime, post-pandemic transformations, and the prospects for Ukraine’s integration into the European educational space.

The forum was held at the initiative of the Ukrainian Association for Simulation in Healthcare (UASHC) in partnership with the Cabinet of Ministers of Ukraine, the Ministry of Health of Ukraine, the UFPMO, Shupyk National Healthcare University of Ukraine, Igor Sikorsky Kyiv Polytechnic Institute, the Kyiv Polytechnic Science Park Corporation, and the Society for Simulation in Healthcare (SSiH) provided informational support.

Key conclusions of the Forum:

  • Simulation medicine has proven its critical importance for the safe, effective, and ethical training of doctors, especially during wartime.
  • In Ukraine, departments and centers for simulation medicine have already been established, training programs have been implemented, and international partnerships have been initiated.
  • At the same time, there is a need for systemic solutions: the creation of a centralized repository of clinical scenarios, certification of tutors, and alignment of educational standards with European ones.

The adopted Resolution* contains clear lines of action:

1️⃣ Creation of a National Repository of Clinical Scenarios:

  • Open access for educational and healthcare institutions.
  • Compliance of scenarios with international clinical protocols.
  • Updating scenarios to meet the needs of military and rehabilitation medicine.

2️⃣ Launch of a training center for certified specialists in simulation medicine:

A national center will be created at Shupyk National Healthcare University of Ukraine, which will provide:

  • Certification of instructors, center managers, scriptwriters, and telemedicine specialists.
  • Verification of simulation medicine centers in partnership with SSiH and SESAM.
  • Creation of a register of certified specialists.

3️⃣ Institutional support:

  • Inclusion of simulation medicine in the Strategy for the Development of Medical Education in Ukraine until 2030.
  • Development of Unified recommendations by the Ministry of Health of Ukraine on the integration of simulation training at all stages of education.
  • Creation of an expert group at UASHC + Shupyk National Healthcare University of Ukraine, which will coordinate the implementation of scenarios, certification of personnel, and monitoring of the quality of simulation education.

Calls of the Forum:

🔹 Ministry of Health, Ministry of Education and Science, National Health Service of Ukraine, relevant associations — support the creation of a repository and certification center.

🔹 Scientific community — participate in the development of scenarios and the implementation of innovative methods.

🔹 International partners (SSiH, SESAM, etc.) — support Ukraine’s integration into the global simulation space.
